Shortage of Affordable Housing

To address the critical shortage of affordable housing, state and local governments are considering “missing middle housing” laws to increase allowable housing densities to as many as 10 single family residential dwelling units per lot. This session will explore some of the questions that these new laws have raised for both appraisers and lenders. The guidance for appraisers provided by one state – Washington – will be explored with the opportunity for participants to provide input as to other possible solutions.

Justin D. Slack MAI, SRA, AI-GRS, AI-RRS is the Chief Appraiser for WaFd Bank, a regional bank ($32B assets) based in Seattle, WA. WaFd has an 9-state regional footprint including Washington, Oregon, Idaho, California, Utah, Nevada, Arizona, New Mexico, and Texas. In his current role, he manages a team of review appraisers as well as oversees the full life-cycle review process.

Previously, he spent 12 ½ years at HomeStreet Bank, most recently as the Commercial Appraisal Manager. HomeStreet Bank is a community bank ($7B in assets) based in Seattle, WA with a lending footprint along the Western Region of the US. In that role, he managed a team of review appraisers as well as oversaw the full life-cycle review process. He also was part of the integration team for HomeStreet’s acquisition of six other community banks.

Prior to his employment at HomeStreet, he worked as an independent fee appraiser completing assignments for both commercial and residential properties in the Puget Sound Region of Washington State.

Justin holds all four the Appraisal Institute’s active designations (MAI, SRA, AI-GRS, and AI-RRS) and was the first member to obtain both of the review designations and to hold all four.

He is actively involved with the Appraisal Institute at the chapter, regional, and national levels and currently serves as a Regional Representative for the Washington-Idaho-Montana Chapter, is the current Chair of the AI’s National Government Relations Committee (GRC), is a Demonstration of Knowledge Report grader, and an Experience Screener. He previously served as the Region I Vice-Chair on the National Board of Directors, was a member of the Professional Standards and Guidance Committee (PSGC) and Diversity Committee, and previously was Chair of the AI’s GRC from 2014-2017. Justin was the 2017 Seattle Chapter President, and he was the 2014 Chair of LDAC. In 2010, Justin was recognized for his volunteer efforts and was awarded the Seattle Chapter’s Appraiser of the Year award; in 2011 he was awarded the Appraisal Institute’s Volunteer of Distinction award and the Seattle Chapter’s President’s Award.

Scott W. DiBiasio is the Manager of State & Industry Affairs for the Appraisal Institute, a global professional association of real estate appraisers. Based in the a Washington, D.C. office, Scott is responsible for tracking state legislative and regulatory issues affecting the real estate appraisal profession across the country. He is also responsible for tracking and working to influence state legislative proposals regarding a wide variety of issues affecting the profession, including measures related to valuation bias, statutes of limitations, appraiser credentialing, education approval, valuation standards, and alternative valuation products. Scott also works with the leaders, members, and staff of the chapters around the country to assist them in developing and executing their state government affairs programs. He has been with the AI since 2008 and holds a from The American University in Washington, D.C.
